📦 Review: ARS PPWR Seminar – Challenges and Opportunities

Our ARS Academy event on the EU Packaging Regulation (PPWR) on March 19, 2026, demonstrated once again that the topic of packaging will become increasingly complex and demanding in the future.
Packaging is far more than just a matter of material selection—it is a complex interplay of product, product protection, law, technology, and sustainability.

💡 The discussion centered in particular on the provisions of the PPWR that will take effect on August 12, 2026—with a special focus on the future roles of producers, manufacturers, and importers, as well as on compliance and the declaration of conformity. It was precisely here that it became clear just how great the concrete need for implementation already is for companies.

💡 From the question of whether cardboard packaging is actually always more sustainable than plastic packaging, to the specific requirements for the declaration of conformity: the discussions were practical, critical, and intense.

The focus was particularly on:
🏷️ the roles of manufacturers, producers, and importers—and their respective obligations
♻️ the actual sustainability of packaging solutions in the broader context
📑 legal requirements and compliance under the PPWR
🔄 mandatory recycled content requirements and future developments
Providing in-depth insights:
⚖️ Elisabeth Moser-Marzi (Moser-Marzi RAe)
🔍 Barbara Zottl (OFI)
🎓 Viktoria Gabriel (HS Campus Wien)

Thank you to all participants—both in person and online—for the valuable discussion!

🚀 The PPWR remains a hot-button issue with many unanswered questions and a significant need for practical implementation.

As part of the “Week of Resource Transition,” the joint online event hosted by the Association ÖCC² (Austrian Carbon Cycle Circle) and the Resources Forum Austria took place on May 26, 2025:

“Durability of Plastics – A Contribution to a Resource-Efficient Circular Economy”

The goal was to present differentiated perspectives on durable plastic applications – beyond the often predominant perception of plastics as disposable products.

In engaging presentations and discussions, our experts examined the technical, legal, and practical aspects of long-lasting plastic applications – from aircraft components to bathtubs, roof racks, and piping systems.

A heartfelt thank you to our speakers for their valuable contributions:

Gerald Pinter, Montanuniversität Leoben
Safe use of PCR recyclates in long-term plastic applications – using pipes as an example
Lukas Weinhandl, Moser-Marzi Attorneys at Law
⚖️ Legal implementation of plastic durability? (Ecodesign)
Christian Buchinger, Sunpor
♻️ Keeping Styrofoam in the loop – Austria as a model region
Peter Fankhauser, Senoplast
The long life of co-extruded multilayer composites in bathtubs and roof racks

Martin Volck, Diamond Aircraft Industries GmbH
✈️ Composites and their durability in the aviation sector

Conclusion: Plastics are more than just short-lived packaging. Their durable use in high-quality applications makes an important contribution to resource conservation and the circular economy.

Special thanks also to Secretary General Michaela Plank for moderating the event and to Thomas Gröger or leading the panel discussion..

Thanks to all participants and contributors for a successful exchange!

Plastics in packaging law – operational audits by the packaging coordination office (VKS)

Plastics form the technological basis in the fight against climate change. They remain the materials of the 21st century.
Despite massive criticism and legal challenges, they remain indispensable in the packaging sector. However, many companies have problems with the correct implementation of the Packaging Ordinance and the required release from obligation, as inspections commissioned by the Packaging Coordination Office (VKS) show.

This is particularly true in the area of plastic packaging. In order to offer professionalization and legal support for affected companies, I offer with the expert Dr. Christian Keri on

12/10/2022
on the amendment of the Waste Management Act and the Packaging Ordinance 2021 an ARS seminar in Vienna.

Representatives of affected companies are cordially invited to participate. Commercial packaging has also been subjected to massive legal changes.
