Meeting Recycling and Compliance Obligations from 2026

The new EU Packaging Regulation (PPWR) sets binding rules on recyclability and material use – starting in August 2026, the implementation of compliance declaration measures will take effect. Our experts will show you what matters now: from design for recycling to circular economy – and support you in implementing these requirements in production, design, and documentation.

With the new EU Packaging and Packaging Waste Regulation (PPWR), producers, packers, and companies will face profound changes regarding recyclability and material labeling. The first measures of the new regulation will be implemented as early as August 12, 2026, with the introduction of the mandatory compliance declaration – a comprehensive self-declaration proving that packaging meets the extensive requirements of the regulation. Binding rules now include minimum recycled content, packaging minimization, as well as requirements for compostability and labeling obligations.

The Packaging and Packaging Waste Regulation (PPWR) came into force on February 11, 2025.
The first measures of the new regulation will be implemented as early as August 12, 2026, with the introduction of the mandatory declaration of conformity, a comprehensive self-declaration proving that the packaging complies with the extensive requirements of the regulation.

In her presentation “The plastic-related areas of tension in the PPWR”, lawyer Elisabeth Moser-Marzi will provide an overview of the requirements and, above all, the challenges for the industry posed by the EU Regulation on packaging and packaging waste.

Close the Circle IV – Presentation of the CTC Award
On October 1, 2024, the CTC Award (details: https://ghezzo.at/awards/close-the-circle-award.html) will once again be presented as part of the Conference on Circular Economy and Water Resources. The CTC Award is an important award for sustainability players – primarily companies and start-ups (in two categories, namely the “circle closer” and the “circle enabler”) – on the path to a circular economy.
I published my first article on climate change (Die Welt verkommt zum Treibhaus) back in the 1980s in MC Report 3/87.
As these circumstances have unfortunately proven to be true, we urgently need to make rapid progress in converting our economic system in order to at least mitigate the effects of climate change.
This summer, with its prevailing heat and water shortages, is a good example of this.
The CTC Award winners are selected by the jury, of which I am a member. The task of the jury members is to award prizes to projects, products and services that provide particular impetus in terms of sustainability.
These are circular economy projects that massively conserve resources and promote reuse and, in particular, regeneration. Naturally, issues relating to reducing the use of primary energy sources and resource efficiency are also addressed.
We reject greenwashing, superficiality and mere showcase programs. They contradict the evaluation criteria.
Submissions are still possible until 8.9.2024.
Do not hesitate to bring your projects before the curtain.

The last 1.5 years have been influenced by the COVID-19 pandemic and its effects.
Nevertheless, time does not stand still.
There are extensive legal news, which we would like to inform you about in our newsletter.
As you know, we mainly represent technical professions and institutions as well as companies with a high research, development and technology focus as well as their proponents and experts; also doctors, civil technicians, engineers, experts, etc.
Another focus of our law firm is the legal advice of companies with an affinity for plastics – plastics in particular are subject to strict and increasing regulations due to the latest EU developments.
We would like to report on this – in particular on the last amendment to the Austrian Waste Management Act (AWG), which was passed in the National Council in 2021, and also on the amendment to the Packaging Ordinance.
The Whistleblower Directive is also of great importance, although there is still no final Austrian implementation.

Plastics in packaging law – operational audits by the packaging coordination office (VKS)
Plastics form the technological basis in the fight against climate change. They remain the materials of the 21st century.
Despite massive criticism and legal challenges, they remain indispensable in the packaging sector. However, many companies have problems with the correct implementation of the Packaging Ordinance and the required release from obligation, as inspections commissioned by the Packaging Coordination Office (VKS) show.
