PPWR in Practice: In-Depth Workshop Highlights Significant Need for Implementation in Companies<\/h2>\n

On October 5, 2026, the ecoforum IZ N\u00d6-S\u00fcd in Wiener Neudorf focused on the practical implementation of the new EU Packaging Regulation (PPWR).<\/strong><\/p>\n

Together with Viktoria Gabriel<\/strong> <\/a>(Hochschule Campus Wien<\/a>) and Barbara Zottl<\/strong><\/a> (OFI<\/a>) , Elisabeth Moser-Marzi<\/a><\/strong> and Lukas Weinhandl<\/a><\/strong> of Moser-Marzi Attorneys at Law discussed current legal and technical issues with company representatives during the in-depth workshop \u201cPPWR in Practice.\u201d<\/p>\n

The workshop built upon the event \u201cPPWR in Practice\u2014From PFAS to Recyclability and Compliance,\u201d which had already taken place in June 2026. While that earlier event initially focused on the essential fundamentals and core requirements of the PPWR, this session deliberately centered on concrete implementation in everyday business practice.<\/strong><\/p>\n

From Theory to Concrete Business Practice<\/strong><\/span><\/p>\n

The high level of interest and the numerous questions from participants clearly demonstrated that, for many companies, the actual implementation work is only just beginning with the entry into force of the PPWR.<\/strong><\/p>\n

In the first part of the workshop, current developments and selected legal issues were explored in depth. Particular attention was paid, among other things, to the topics of the definition of a manufacturer, authorized representatives, the manufacturer registry, extended producer responsibility, the EK\u2019s FAQs, and labeling and documentation requirements.<\/strong><\/p>\n

In the practical workshop that followed, participants worked together to address specific questions and use cases from the companies. This demonstrated once again that the application of the PPWR raises numerous detailed questions that cannot be answered solely on the basis of individual articles of the regulation.<\/p>\n

Who is responsible for which obligations within a specific supply chain?<\/span><\/strong>
\nWhen does a company become a manufacturer or producer?<\/span><\/strong>
\nWhat role does the brand owner play?<\/span><\/strong>
\nWhen is an authorized representative required?<\/span><\/strong>
\nAnd what requirements do companies face with cross-border shipments?<\/span><\/strong><\/p>\n

It was precisely this intersection between legal requirements and practical business processes that was the focus of the discussion.<\/p>\n

In-Depth Exchange and Diverse Practical Perspectives<\/span><\/strong><\/p>\n

The open exchange with the participating companies was particularly valuable. The numerous questions and discussions highlighted just how varied the starting points are across different industries and supply chains\u2014and how important it is to take a practical approach to the PPWR.<\/strong><\/p>\n

In addition to legal issues, technical and economic aspects of implementation were also discussed. This made the workshop a true interdisciplinary exchange between law, technology, and business practice.<\/strong><\/p>\n

Our conclusion:<\/p>\n

The PPWR is not an issue that will be resolved by August 12, 2026.<\/strong><\/p>\n

On the contrary: its concrete implementation has only just begun.<\/span><\/strong> Additional delegated and implementing acts, new technical requirements, and the increasing clarification of specific obligations will continue to keep companies busy in the coming years.<\/p>\n

This makes it all the more important to monitor regulatory developments early on and to analyze your own packaging streams, supply chains, and responsibilities in a timely manner.<\/p>\n

CO\u2082 as a Raw Material: Renewable Carbon as the Key to Industry and the Circular Economy<\/h2>\n

Successful Online Event \u201cCO\u2082 as a Raw Material \u2013 Carbon to X\u201d<\/h3>\n

More than 100 participants, high-profile speakers, and one central question: How can carbon be kept in the cycle in the future and used as a strategic raw material for industry, energy, and agriculture?<\/strong><\/p>\n

On September 28, 2026, the online expert event \u201cCO\u2082 as a Raw Material \u2013 Carbon to X<\/strong>,\u201d jointly organized by \u00d6CC\u00b2<\/a>, BioBASE GmbH<\/a>, Ressourcen Forum Austria<\/a><\/strong>, Bioeconomy Austria<\/a> <\/strong>and the Club of Rome \u2013 Austrian Chapter<\/a><\/strong>, took place.<\/p>\n

The event impressively demonstrated that carbon management is no longer merely a matter of technology. Implementing new Carbon-to-X value chains also requires a secure and predictable legal framework, suitable infrastructure, and economically viable business cases<\/strong>.<\/p>\n

Carbon as a Strategic Resource<\/strong><\/span><\/p>\n

Reinhold Lang<\/strong>, President of the Club of Rome \u2013 Austrian Chapter and Professor Emeritus at JKU Linz, opened the event with a strategic perspective on the importance of carbon for a resilient and competitive economy.<\/p>\n

\n

Joseph Kitzweger <\/a><\/strong>and Wolfgang Haider<\/strong> <\/a>then used the C2PAT+<\/strong> project as an example to demonstrate how captured CO\u2082 from the cement industry can be used as a raw material for plastics production.<\/p>\n

The case study \u201cFrom Cement Plant to Plastics Raw Material\u201d also made it clear that significant challenges still lie between technological feasibility and economic implementation.<\/p>\n

Material Flows, Agriculture, and New Value Chains<\/span><\/strong><\/p>\n

Thomas Timmel<\/strong> <\/a>(BioBASE GmbH) presented the BioBASE Compass<\/strong>, a tool that visualizes material and carbon flows at the regional level, thereby laying the groundwork for new value chains and industrial transformation processes.<\/p>\n

Julia Ilg<\/strong> <\/a>(EnergieWerk Ilg GmbH) provided insights into pyrolysis and biochar<\/strong>, as well as their significance for biogenic carbon cycles and applications in agriculture.<\/p>\n

This made one thing clear: Carbon-to-X is not a single technological field. What is crucial is the interplay of raw material and material flows, technology, infrastructure, economic viability, and regulation<\/strong>.<\/p>\n

What does Austria need from a legal perspective?<\/span><\/strong><\/p>\n

The legal framework was also discussed in depth during the event.<\/p>\n

Lukas Weinhandl<\/a> <\/strong>of Moser-Marzi Rechtsanw\u00e4lte<\/strong> provided an overview of the current regulatory needs and the prerequisites for a functioning carbon management infrastructure.<\/p>\n

\u201cFirst, a secure, predictable legal framework must be established. Next, a functional CO\u2082 infrastructure must be built, which will then enable viable business cases for companies.\u201d<\/p>\n

For companies, the question is increasingly no longer just whether<\/strong> CO\u2082 may be stored or utilized. Rather, the decisive factor is how a secure, predictable, and economically viable legal framework can be created for the entire carbon management value chain.<\/strong><\/p>\n

This includes, in particular, issues related to the capture, transport, storage, and utilization of CO\u2082, as well as the legal classification of the resulting substances and products.<\/p>\n

Carbon-to-X as an Opportunity for Austria<\/span><\/strong><\/p>\n

The event concluded with a joint statement by Harald Bleier<\/strong> <\/a>(\u00d6CC\u00b2) and Manfred Hackl<\/strong> (EREMA Group GmbH<\/a>) on the importance of renewable carbon for a resilient circular economy.<\/p>\n

The event demonstrated that Austria faces important decisions regarding carbon management.<\/strong><\/p>\n

For carbon capture, CCU, CCS, and Carbon-to-X to actually give rise to viable business models, technological innovation must be accompanied, above all, by clear regulatory frameworks, suitable infrastructure, and economically viable value chains.<\/strong><\/p>\n

📦 Review: ARS PPWR Seminar \u2013 Challenges and Opportunities<\/strong><\/h3>\n

Our ARS Academy event on the EU Packaging Regulation (PPWR) on March 19, 2026, demonstrated once again that the topic of packaging will become increasingly complex and demanding in the future.
\nPackaging is far more than just a matter of material selection\u2014it is a complex interplay of product, product protection, law, technology, and sustainability.<\/p>\n

💡 The discussion centered in particular on the provisions of the PPWR that will take effect on August 12, 2026\u2014with a special focus on the future roles of producers, manufacturers, and importers, as well as on compliance and the declaration of conformity. It was precisely here that it became clear just how great the concrete need for implementation already is for companies.<\/p>\n

💡 From the question of whether cardboard packaging is actually always more sustainable than plastic packaging, to the specific requirements for the declaration of conformity: the discussions were practical, critical, and intense.<\/p>\n

13.07.2023: Mechatronics Cluster Upper Austria: Supply chain in the area of conflict between due diligence obligations, supply chain regulations and the Taxonomy Regulation<\/h3>\n

Although the Supply Chain Directive has not been adopted at EU level for the time being, it presents companies with new – administrative – challenges. Moser-Marzi discussed with members of the Upper Austrian Mechatronics Cluster which companies will have to deal with these regulations in the future and what obligations they will face in the form of an online presentation. Plastics in packaging law \u2013 operational audits by the packaging coordination office (VKS)<\/h3>\n

Plastics form the technological basis in the fight against climate change. They remain the materials of the 21st century.
\nDespite massive criticism and legal challenges, they remain indispensable in the packaging sector. However, many companies have problems with the correct implementation of the Packaging Ordinance and the required release from obligation, as inspections commissioned by the Packaging Coordination Office (VKS) show.<\/p>\n

This is particularly true in the area of plastic packaging. In order to offer professionalization and legal support for affected companies, I offer with the expert Dr. Christian Keri on<\/p>\n
